How can Democrats blame anyone else?

The budget that people are arguing over is for the year that is half over. This budget was supposed to have been ped last year when Pelosi was Speaker and Democrats controlled both houses and the Oval Office. Doesn't the blame belong on them for shirking their responsibility last year?
