My 15 year old wants a small tattoo. I do not have a problem with it, but my wife does?

She will be 16 next month. My wife and I both have tattoos, and the one she wants is not distasteful, so I do not see the problem. Should we do the adult thing and wait until she is grown? What are the rules here?
