Can my laptop have a second screen?

It has a VGA output. It's operating system is Windows 7. It has a AMD Athlon TF-20 1.6 GHz Processor. It has 3 Gb of usable RAM. We're using 1.8 Gb of it already. And a ATI Radeon HD3200 graphics card. I want to hook it up to a TV, but I'm not sure if it can handle it.
