Why, in a supposedly secular state, is there such a combination of religious and political views?

Why do people bring religion into individual inalienable rights, i.e. marriage? That is how South Africa functioned during Apartheid. Controlling uality is not the government's responsibility. Nor is it that of the bible thumpers.
