I used to work at a bagel place and we made Chai Tea Late's which I thought were a bit odd. We had a premade Indian Tea Mix that we add--it was a liquid. I would suggest boiling the tea bag in the water than adding the milk. Tea is so hard to boil in anything but water. I think that the fat in the milk would prevent the tea for extracting from the bag as much as it would in water. I think it would be easier in the microwave as well. It cuts down on the spillage and you can make it in a big bowl with a spout or just do it cup by cup.
